We have a professor doing research on the history of the adoption
confidentiality laws. She is trying to find the earliest law requring
the sealing of the records against both public access and private party
access by the biological parents, adopting parents and the child. The
earliest we have found so far is from New York, L. 1938 e. 606 sec. 1.
Any help would be appreciated. Please reply to me.
