health ins portability & accountability

Need a web site where I can get the full text of the Health Insurance
Portability & accountability act signed by Clinton yesterday. Tried
Thomas & couldn't locate. Have seen recent postings re this bill(hr
3103) prior to its being signed but deleted thinking I wouldn't need.
