This saying is often attributed to Henry Kissinger (my favorite Kissinger
quote is "The illegal we do immediately, the unconstitutional takes a
little longer"). One reference I found said it is "usually ascribed to
the late Wallace Sayre of Columiba University." The earliest I found in
a Nexis search is N.Y. Times, Jan. 6, 1981: "A variously attributed
saying in higher education is that academic politics are so bitter
because 'so little is at stake.'"
