Dear Colleagues,
I am trying to locate information about Congress being able to
charter charitable or nonprofit organizations. We have checked such
sources as Am Jur, US Code, the Constitution, CFR, law reviews,
etc., both online and in hard copy. However, we are not able to
locate the background giving power to Congress to charter these
organizations. Can anyone provide me a pointer to the right
direction?
