Article 4, part 1, sec 1(3) of the Arizona Constitution says that laws
become operative ninety days after the close of the session enacting a
measure, except where certain grounds require earlier operation. So if
it isn't mentioned, its ninety days. PS, the 1996 session adjourned April
20, 1996.
