Note also that the DOJ in approving the West/Thomson merger knowingly
decided to ignore the copyright claims by West over statutory
materials ... and the 1988 West-Lexis license or perhaps
cross-license of stautory citations and material.

The Illinois legislature passed a similar bill several years ago and
for
the same reason. West asserted copyright over the numbering of the
statutory code--not the page numbers mind you--but the chapter and
sections numbers. The Legislature was responding to requests from
other
vendors interested in producing CD ROM versions of the statutes. The
Governor was concerned at the prospect of defending a lawsuit brought
by
West and so the Illinois Revised Statutes ceased and the new Illinois
Compiled Statutes were born, complete with a reorganization and
complete
renumbering.
