I am looking for the text of a memorandum from Robert E. Windom, M.D., Asst.
Secy. for Health, to James B. Wyngaarden, M.D., Director of NIH, dated March
22, 1988. The memorandum instituted a moratorium on the use of federal funds
for fetal transplantation research. The moratorium was lifted by President
Clinton in a memorandum to Secy. of Health and Human Services dated January
22, 1993 (I have the text of the Clinton memorandum). According to footnote
22 at 9 Journal of Contemporary Health Law and Policy 489, the text of the
Windom memorandum is contained in Volume II of the Report of the Human Fetal
Tissue Transplantation Research Panel by the Consultants to the Advisory
Committee to the Director, NIH (1988). If anyone has access to this report,
we would be happy to pay for a copy of the memorandum.
