20 FILES?!? How hard would it have been to put the whole thing in a
simple compressed PDF or Postscript file. That would be a lot easier to
download, and a lot more user-friendly. For that matter, why not HTML
and ASCII formats?
This doesn't bode well for the future of public access to government
documents. The benefits of electronic delivery of information *should*
include flexibility of format and ease of use.
