GPO Access has selected reports and the full Congressional Record. You can connect
to their search screen at
http://www.access.gpo.gov/su_docs/aces/aaces002.html.
Choose a database (this report doesn't seem to be in the "Reports" database but it
is in the Record) and enter your search. I found the report using the search terms:
date=>1/30/96 AND telecommunications
(note that Boolean operators must be capitalized when searching GPO Access).
You can then download the ASCII text or a PDF version, to display the actual page
image using the Adobe Acrobat reader.
