The NLRB is a separate entity from the Department of Labor, and on a
separate bugetary line. However, like the Department of Labor, I believe
the NLRB is still unfunded.
They do however have some staff there for "emergency" functions. While I
doubt that the library qualifies, in the minds of those that run these
agencies, it might be worth a phone call to see if anyone is there.
