As previously announced on this list, the American Bar Association
has created a Committee on Citation Issues. The Committee is chaired
by attorney J.D. Fleming from Atlanta, and consists of voting members
from the sections of Business, Science and Technology, Litigation, and
Tort and Insurance Practice, and the Judicial Administration
Division. Non voting liaison members represent the US Judicial
Conference, the Administrative Office of the US Courts, the American
Association of Law Libraries and -- tentatively -- the National
Conference of Bar Presidents. I have been appointed as the AALL
liaison member.
The Committee has a very short working time frame. It must submit a
report to the ABA Board of Governors by June 1. It has begun its
work by soliciting comments. The solicitation states:
"The committee invites any entity or individual interested in
citation issues to submit information and statements of views. Early
submissions will be of the greatest assistance to the committee, and
you are strongly encouraged to send your material in time to be
received by November 20, 1995. Submissions must be received by May
5, 1996, in order to be considered before the committee completes its
report and recommendations."
Ten copies of each document should be sent to: Kathleen Nolan,
ABA, 541 North Fairbanks Court, Chicago, Illinois, 60611.
The Committee will meet in Chicago Debember 8-10. A hearing will be
held on the first day, with presentations from invited
representatives only. The AALL Committee on Citation Issues has
already presented the AALL Task Force Report and Executive Board
action to the Committee.
Inasmuch as I will be a participating committee member, I will not be
presenting at the hearing.
