Greetings, y'all,

thanks for the insightful & informative responses. As I suspected (ok, and
h o p e d !!!), the "vote" was unanimously in favor of the "sentiment" that the
behavior described was at best in poor judgment & a sign of entrenched
ignorance and at worst unethical as well as illegal. Agreement was complete
regarding the implications provided by law concerning public funds.

At that place described, the department head in the middle of it had actually
raised cane -- partially out of disgust, and partially to save his own throat
from being cut. The leaderless inertia in the site itself is probably nott
conducive to appropriate disciplinary action against the actual perpretator,
but the department head in the middle of it had the advantage of having
previously earned a good reputation in the whole agency for being serious about
work, quality, and integrity. The agency itself has probably taken some quiet
action to rectify the situation out of the "public eye" and last I heard about
it was that the department head was assured that his good name was not
tarnished in any way.

So, in the end, I too agree with the action that person took: I guess it's
just the ol' adage that "if you don't stand for anything, you'll fall for
everything". Although the stand to raise hell at the senior level became the
excuse of the perpetrator's supporters to show the cold shoulder & make a big
huff about it, the person's determination to uphold standards did deliver an
unmistakable message of "this far, n o further". Under those general
circumstances, that sounds like the best outcome available.

Well, meanwhile life goes on, and I have architectural tours to work on, art to
concoct, novels to chip away at, research projects to complete, fashion and
accessories to design, and community work to do. Life's too short to put up
with other people's lesser standards.
