As I had several requests for the answer, here it is:
There is a volume of the LSA that covers 1949-1963. Piecing together all
the info shows that the original was most likely dated 7/31/23; revision
#1, 20 FR 2393 (4/13/55) & 20 FR 2581 (4/19/55); additional revisions, 23
FR 10349-10353 (1958) & 28 FR 4185 (1963).
Thanks again for all your help, espeically those who actually went to the
shelves. I can see why Gov Doc specialists are sometimes treated as
deities!! :)
