The easiest way to get at the document trail prior to enactment for
Federal legislation is via the CIS Index which includes an annual
Legislative Histories volume giving a full listing of the various
hearings, prints, reports, and Congressional Record entries plus provides
detailed indexing by subject, name, and numbers to the content of the
documents. It's not Prentice Hall, but it works. :<)
