Automation problem

Help.

The library currently has Innopac automation system (all 4 modules). We
are in need of an upgrade of the hardware to the DEC Alpha 3000 to
replace our convergent box.

I have a M.I.S. manager of court systems, who is installing a NT local
area network and wants us to replace our system. He is upset about the
cost of the hardware and the high maintenance costs. I have argued that
it is the best system out there, but he wants a system compatible with
his NT server. He is using Microsoft Access or Visual Basic for some new
inhouse systems like accounting, budgeting, and purchasing. He thinks if
the library gets a new system, it will be compatible with the NT server.
It will give him less work if he does not have to work with two different
environments. He feels that Innovative is "old" technology and that NT
platform is "new" technology.

How do I justify Innovative as being "new" cutting edge technology.

In my functionality specs I requested to have a system used by at least 5
other law libraries of comparable size for at least 3 years. He
eliminated that because it eliminated the newer systems on the market:
Endeavor, Tapestry, Horizon. Does anyone know if these systems even have
their modules comparable to Innovative's up and running?

How do you justify in the evaluation process that the library's specs are
more important than computer services' needs?

The library needs the information in order to keep control of the
automation system. The RFP has been already sent to our Purchasing Dept.
to send out. I have only a couple of days to try to get it withdrawn.

I appreciate any assistance anyone can give me.
