try this:

1) spray some WD40 into the post/cylinder (you're trying to loosen the
central cylinder)
2) next tap the post with a hammer or pair of pliers (with the book open on
a solid surface - again your trying to loosen the post)
holding the book open, turn it upside down - usually steps and two have
loosened the binder enough that it slides down - sometimes you have to
use another object to align the central cylinder so that it drops down
(paper clips or metal letter openers can work here)
3) grasp the cylinder witha pair of pliers, turn the book right side up
and pull.

Once you have the cylinder up, use a large paper clip as a substitute for
the ring.
