Maybe I am just missing something, but I visited the FAA site you gave,
and the only things I saw there were Civil Penalties and Legal
Interpretations. Neither is what I am looking for. The order I am looking
for has to do with Air Traffic Control, and appears to be some sort of
regulation. Thanks for the FAA web site, though!
