For those who are collecting or archiving for personal or
institutional purposes materials related to citation-reform
issues -- or who just can't get enough of citation reform <g> --
the transcript of the Wisconsin Supreme Court's citation-reform
hearing, along with some related documents and enhancements, is
now available in several IBM-compatible file formats. The files
are available at no charge from the anonymous FTP site at
Washburn University School of Law and from WisBar (the electronic
bulletin board system of the State Bar of Wisconsin).
Alternatively, the files are available on disk for a modest
charge from Adams & Ambrose Publishing (whose address appears
below).

TRANREAD.1ST and TRANSCRP.LIC are ASCII files; all the other
files are binary files.
TRANSCRP.HLP (the Windows Help 3.1 version of the transcript)
contains additional material not found in the other versions.
The additional material includes the text of the original
citation-reform report and resolution submitted by the Technology
Resource Committee of the State Bar of Wisconsin to the State
Bar's Board of Governors in January 1994, minutes of discussions
about the proposal at meetings of the State Bar's Board of
Governors and meetings of the Wisconsin Judicial Council (the co-
sponsor of the citation-reform petition), the June 1994 citation-
reform report approved by the Board of Governors, the text of the
amended petition filed in the Wisconsin Supreme Court, and the
text of the court's order.
Because they provide editorial enhancements (such as hypertext
links and a topic/keyword search list), the TRANSHLP.EXE and
TRANSCRP.HLP files are copyrighted by Adams & Ambrose Publishing
but may be copied and redistributed without charge in accordance
with the license agreement (TRANSCRP.LIC), which is also included
in the TRANSHLP.EXE file. The other transcript files, which
contain only the text of the Wisconsin Supreme Court hearing
transcript without editorial enhancement, are in the public
domain.
TRANSCRP.PDF requires the Adobe Acrobat Reader, which Adobe
Systems Incorporated offers for DOS, Windows, Macintosh, and UNIX
platforms. The Readers for all platforms can be obtained from
Adobe several ways:

WASHBURN UNIVERSITY FTP

To obtain the files via FTP from Washburn University School
of Law's anonymous FTP site, establish an FTP connection to
law.wuacc.edu
Once you have logged on, you will find the files in the "pub"
directory.
If you are unfamiliar with using FTP to retrieve files,
Paul Gilster's THE INTERNET NAVIGATOR and John R. Levine &
Carol Baroudi's THE INTERNET FOR DUMMIES (2d ed. 1994) offer
helpful explanations.
WISBAR (STATE BAR OF WISCONSIN BBS)

To obtain the files from WisBar (the bulletin board system
of the State Bar of Wisconsin), connect to the BBS at either

To use WisBar, follow the onscreen instructions, which will
include a registration procedure if you have not previously
used WisBar. At the main menu, select "F" to switch to the
BBS files available for downloading. The transcript files are
located in file area 15 ("Tech Resources Files").

All five versions of the transcript, along with the
TRANREAD.1ST and TRANSCRP.LIC files, are available on two 3.5"
high-density (1.44 MB) floppy disks for IBM-compatible
