     I am happy to report that after countless emails to PACER over the
    course of at least a year, they finally understood the problem that
    their "Courts
    <https://pacer.uspci.uscourts.gov/cgi-bin/crtmiss.pl?puid=01247080098>
    not on Index" and their "Non-participating courts" links were giving
    different info about which courts were not on the U.S. Party/Case Index.
     
    Finally, the links say the same thing, and these are the courts not U.S.
    Party/Case Index.
