    Carole, I get the same thing you do when not logged in, and when I log in I get the Second, Eleventh, and Federal Circuits are not included. Very strange indeed!

    In trying to figure out which courts are NOT on the U.S.Party/Case Index and on PACER I am coming up with two different answers depending on if I am logged in or not logged in!

    When I email PACER about this, they tell me it is now fixed, and that all the documentation says the same thing. But, it doesn't. Has anyone figured this out??

    Here is what happens:

    Before I log in at PACER, I visit http://pacer.psc.uscourts.gov/psco/cgi-bin/miss-court.pl to check which courts are NOT on the U.S.Party/Case Index and this is what I find:

    After I log in, I check again and this is what I find:

    We crafted a very short petition directed at the Administrative Office of the US Courts to improve PACER.

    It reads:

           We ask the Administrative Office of the U.S. Courts to improve PACER by enhancing the authenticity, usability and availability of the system.                 We the undersigned, urge the Administrative Office of the US Courts (AO) to make the following changes to the PACER system:                 For verification and reliability, the AO should digitally sign every document put into PACER using readily available technology.                 PACER needs to be much more readily accessible if it is to be usable for research, education, and the practice of law. Improved accessibility includes both lowering the costs for using PACER and enhancing the web interfaces.

           Depository libraries should also have free access to PACER.         

    Please sign the petition, comment on the ideas and share the petition with your friends and colleagues!
