As Pennsylvania residents, I and my fellow librarians of the Allentown
School District are extremely concerned about the devastating cuts to
library programs proposed by the state Senate in response to Gov. Ed
Rendell's proposed budget. We are especially concerned about proposed cuts
to the Access Pennsylvania Database Program and the Pennsylvania Online
World of Electronic Resources Library program.
Access Pennsylvania: Resource Sharing Through Pennsylvania's Libraries is
a statewide database of the holdings of more than 3,000 school, public,
academic and special libraries that share their resources with libraries
throughout the state. This is the largest database of its kind in North
America and contains more than 7 million unique records.
POWER Library provides access to thousands of full-text periodical
articles, newspapers, a major encyclopedia, plus photographs, pictures,
charts, maps and reference materials for all 12 million state residents.
In the beginning, the Access Pennsylvania database had a budget of
$360,000, with approximately 600 member libraries. In 2007, it had a
budget of $4.04 million, with more than 3,000 member libraries sharing
hundreds of thousands of resources. The state Senate has recently voted to
reduce the Access Pennsylvania budget to $1.7 million.

The ramifications to our students and public library patrons of Senate
Bill 850 are appalling. The fact that the Senate is even considering
taking funding away from programs that have proved to be successful in
helping our students to achieve is equally unacceptable. Funding of the
Access Pennsylvania database and the POWER Library enables educators and
communities to provide equitable access to information resources to all
Pennsylvania citizens regardless of their economic status.
