Page 16, I think. It would have this cite in it - NAICS-United States,
1997 defines an establishment as "the smallest operating entity for
which records provide information on the cost of resources-materials,
labor, and capital-employed to produce the units of output"
If someone could pdf me a copy of that page/section I would appreciate
