For those of you who work at public law libraries:
Before hiring such firms or advising your judicial officers about them,
please be aware that the Self Represented Litigation Network has been
working on a set of diagnostic protocols to be used by courts for
self-assessment, for the purposes of finding cost-effective (and often
cost-cutting) ways to continue to serve the surge of self represented
litigants in these hard economic times. The protocols are being field
tested and will be announced in a few months. For further information,
feel free to contact me (address below) or Richard Zorza, the
Coordinator for the SRLN at richard@zorza.net.
The SRLN and the California Administrative Office of the Courts have
been doing studies at the superior courts in the seven counties in the
San Joaquin Valley and have come up with some interesting results: In
five counties, programs set up to serve self represented litigants
actually save the courts money because of reductions in continuances and
return appearances and similar effects. (In the other two, it turned
out that the two programs studied were actually institutionalized
funding of previous informal programs, so the control group was not
really a true representative.) These reports are going to be made public
soon.
Please watch for these items. They will also undoubtedly be reported on
by Mr. Zorza in his presentation, "Law Libraries and the Access to
Justice Revolution," Program C-4, 4:15 p.m., Sunday, July 26, at the
AALL Meeting in DC.
