    Can anyone recommend a source that might cover the jurisdiction of California coastal lands? I am looking for something that will discuss how the local, state, and federal laws affect law enforcement by police and lifeguards on beaches. I have tried the Muni Law Handbook, McQuillins Municipal Corporations, Cal Jur, and couldn't find a case or law review that was specific enough. Also, I do have the Bender's Environmental law chapter on the Coastal Zone, which I will use as a last resort. This is geared more towards planning and development rather than law enforcement though. Any suggestions greatly appreciated. I don't have access to any maritime treatises, so if you know of one that might be good, let me know and I can hunt it down.
