If you know of a treatise that gives good analysis and guidance concerning the NHTSA's Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act, please let me know. I am aware of the 2005 (?) congressional report, but I am beginning to think there is no treatise, per se. I've looked everywhere I can think of except Indexmaster (which I can log-onto but can't search. Several messages from me to them, asking for help, have gone unanswered.
