An article in Wednesday's New York Times made reference to the 2nd Circus
for the 2nd Circuit U.S. Court of Appeals. Do you know who might be
credited or challenged with the usage of "circus" in this fashion?
I do know that John Mortimer had Horace Rumpole speak of "circus judges"
and "circus courts" on occasion.
But can you suggest who might have been the first to use "circus" this
way.
