I am updating my Lawyer's Guide to Fact Finding book and I think one of

Tracesmart

Purpose: This fee-based database can help you find people in the United
Kingdom (UK).
Content: Tracesmart provides several databases and two subscription
models (one geared to personal users and another geared to business
users). Pricing varies
depending on the type of subscription chosen (personal or business) and
the volume of searching. The business user subscription has enhanced
search
features and some premium databases,none of which are explained.
Tracesmart’s monthly subscription for personal use is £14.95 a month
(about $30.00). To begin a search, you will need to select People Finder
to search by name or Address Finder to search by address (these choices
are on the top menu bar).
The following databases are included in the personal-use People Finder,
£14.95 a month subscription:
• UK Electoral Roll database, with records from 2003 through 2007.
Tracesmart’s Electoral Roll
database contains 44 million names and addresses of people eligible to
vote in the UK—including
any British, Commonwealth, Irish, or European Union citizen living in
the UK. Individuals voting in
the UK are required by law to provide their names and addresses. In
2002, new regulations came
into force and two versions of the Electoral Register were created: the
Full Electoral Register and the
Edited Electoral Register. The Edited Electoral Register redacts names
and addresses of people who
have asked to be excluded from that version. It can be bought by anyone
who asks for a copy and can
be used for any purpose. About 29 million people are recorded in the
2007 Edited Electoral Register.
The Full Register lists everyone who is entitled to vote but is only
accessible to the UK’s three credit
agencies, Equifax, Experian, and Callcredit. They are limited to using
it to verify names and addresses of
those applying for credit, and to prevent money laundering. It is a
criminal offense to unlawfully pass
on information from the Full Register or to use it for any other
purpose. Although Tracesmart does not
have access to the Full Electoral Register after October 2002, the new
regulations did not affect access
to (or use of ) Full Electoral Registers pre-2002 .
• Tracesmart Register (a proprietary database);
• Birth Index, Death Index, and Marriage Index, from 1984-2005.
The Birth Index, Death Index, and Marriage Index must each be searched
separately while the UK Electoral
Roll and Tracesmart Register can be searched separately or together.
The following databases (searchable by address only) are included in the
personal-use Address Finder, £14.95
a month subscription:
• Address Search. This searches the Electoral Roll and Tracesmart
Register together, but you can
choose to search them separately if you prefer;
• Electoral Roll Search;
• Postcode Finder;
• Reverse Postcode Lookup;
• Land Registry Sales: The search results display property sales
information for properties sold between
April 2000 and June 2007. Access is restricted to registered users, but
is free. However, users are limited
to five searches per day.
The Property Ownership Search is a separate database that will cost you
£10.00 (about $20.00) to search.
It contains all 8.2 million registered properties in England and Wales,
but it can only be searched by address.
This database differs from the Address Search and the Land Registry
Sales databases noted above. While the Address Search shows where people
live, the Property Ownership Search shows the registered owners’ name.
The Land Registry Sales shows sales information from 2000-2007, while
the Property Ownership Search goes back further in time and shows the
purchase price and all registered charges and mortgages.
Our View: We were surprised to learn that England’s electoral roll was
accessible at all since privacy laws in European countries tend to be
much stricter than those in the United States and access to most public
records in Europe is severely limited.
Tip: There is no national equivalent in the United States to the UK’s
Electoral Roll database. However, some local jurisdictions, such as
Boston ( <http://www.cityofboston.gov/elections/voter>
http://www.cityofboston.gov/elections/voter), provide voter registration
data online for free, but you may need to know more than an individual’s
name to retrieve results. For example, in Boston you must also know the
person’s birthday to retrieve results (which you might find for free at
http://www.birthdatabase.com/).
