ALM published a law library survey it took in the Spring of 2008 (top 200 firms). It didn't have cost per attorney but it did state that the average library budget was $5,899,610 in 2008 and the median was $3,804,055. There are other statistics that might be useful to you. I read this in Law Firm Inc July/Aug 2008/v. 6, n.4.
You might also see if anyone has the most recent ABA Tech Survey (or contact Catherine Sanders Reach at the ABA LTRC). It might be there.

Law Firm, Inc. and Law.com's annual library management feature contains this stat, based on large law firms. I only have the 2007 article handy, which has the per lawyer "2007 budget for the library's operation" at an average of $9,241 per lawyer and median of $9,039 per lawyer. Law Firm, Inc., July/August 2007, at 30. The 2008 figure should be on law.com.
