    We're monitoring a final rule from a federal agency. The agency's Web site says that the rule has been transmitted to the Federal Register and will be effective upon publication; however, it was not published today and scheduling says it hasn't been received for public inspection. Do final rules have to be available for public inspection before they're published? And, if so, how long do they have to be on public inspection before they're published? Thanks for any help you can provide.
