It later became a campaign slogan.

And, as it happens, I have a clear recollection of actually hearing
Harold Holt say those very words.
Every Australian knows only too well that Harold Holt did use those
words, so it is really amusing, Stephanie, that you have stuck your
neck out and adamantly asserted the contrary !
They are as famous words in Australia's history as Churchill's "Blood,
sweat and tears" are in the UK.
