    Good afternoon!

     

    I had (if my count is correct) TEN helpful replies to my query last week
    about unpassed bills from the 1930s-50s. I also had several people
    request that I post a summary, so here it is.

     

    I ultimately requested copies from libraries holding CIS's Bills,
    Resolutions and Laws on microfiche (which covers 1933-2002), as
    suggested by Rick McKinney at the Federal Reserve Board (directly and
    through others!); Barbara Bridges at Tarlton; Sally Hand at Holland &
    Knight; Francis McKeown (Orrick, Herrington & Sutcliffe); Sandy Keller
    (U. Iowa Law) and Patrick Charles (Gonzaga).

     

    Patrick was kind enough to point out the section in Rick McKinney's
    excellent pathfinder
    (http://www.llsdc.org/attachments/wysiwyg/544/fed-leg-hist.pdf) that
    dealt with this.

     

    Other sources suggested:

    The state library of California (microform - may be the CIS set?) - via
    Kathryn Lee at the CA Attorney General's Library

    Law Library of Congress (for bills from the 1800s) - via Rick McKinney
    and Barbara Bridges, Sara Sonet at the Supreme Court Library, Maggie
    Hobden (Bingham & McCutchen, Kasia Solon at GWU Law Library.

    1880-1938 - Contact Center for Legislative Archives 202-501-5350 or
    Interlibrary Services. (CRL, Chicago owns 1789 through 1933) -Barbara
    Bridges

    University of Texas at Austin (Perry Castenada Library [main library]
    has the 76th-85th Congresses (1939-1958) in paper in their Library
    Storage Faciilty. Senate is classed 328.731 Un3bi, Un3jr and Un3r;
    House is classed 328.732 Un 3b, Un3re and Un3j. Barbara Bridges

    Early Congressional bills (1799-1873) - Library of Congress American

    Rick also mentioned a site he's working on to address questions like
    this and others - http://www.llsdc.org/Cong-Bill-Sources/ He mentions
    "it still needs work and input from others" which maybe is a hint to all

    Good afternoon -

     

    Our Law Review is looking for copies of several House and Senate bills
    that were never passed into law, dating from the 1930s-1950s. We've been
    scratching our heads over these. We've checked the Congressional Record
    and any associated reports, but have struck out on all counts. We
    haven't come up with a published source for unenacted bills from this
    era. Does anyone have other ideas? A source we missed? For law review
    purposes, of course, they need a page image of the original, but for my
    own edification I'd like to hear about any text sources as well.

     

    (Of course, if the answer is "It doesn't exist" that's also helpful!)
