Catherine:
Your question comes up periodically and I have been working on a draft Web
site to get a handle on it.
See http://www.llsdc.org/Cong-Bill-Sources/
However, it still needs work and input from others.

[LAW-LIB:56925] Friday Questions -
10/10/2008 01:23 House & Senate Bills from 1950s &
PM before
Good afternoon –
Our Law Review is looking for copies of several House and Senate bills that
were never passed into law, dating from the 1930s-1950s. We’ve been
scratching our heads over these. We’ve checked the Congressional Record and
any associated reports, but have struck out on all counts. We haven’t come
up with a published source for unenacted bills from this era. Does anyone
have other ideas? A source we missed? For law review purposes, of course,
they need a page image of the original, but for my own edification I’d like
to hear about any text sources as well.
(Of course, if the answer is “It doesn’t exist” that’s also helpful!)
Thanks in advance –
Kate
