I am attempting to follow the progress of Illinois HB 5285. I have not been able to see anything within the text of the bill or on the Illinois Legislature's web site where I can determine the effective date of this bill. I saw a news story that says it will become effective 1/1/2009, but I was hoping to verify that with an official source. Any suggestions? Thanks in advance. Ellen Quinn.
