    Hi, David:

The U.S. Green Building Council is located in Washington, DC. They are
the ones who promulgated the LEED standards, which many municipal
governments and a few state governments have incorporated in legislation
in order to turn their government building projects into green
projects. They would be a good contact for knowledgeable speakers.
They are very responsive, as I worked with them on some zoning issues
    here in Bellingham.
