I'm going to venture a guess that the following are long shots but will
    throw them in for consideration.

    Two publications from West http://west.thomson.com/store/Results.aspx?n=0

    ter_type=adv_bkt_Books> &ntt=Government+Libraries&filter_type=adv_bkt_Books
that may be of interest are:

will help libraries develop fundable projects, interpret grant guidelines,
    and write successful proposals. $79.00

grant opportunities for libraries and librarians, as well as opportunities
    in the field of education.

Contact IMLS to learn about your eligibility for grants.

Contact the Foundation Center to see if they can provide guidance.

Do you know of any local, state or national organizations that support DA's
and/or law libraries? Some associations and organizations provide grants.

Have you investigated the possibility that commercial vendors may support
your work using their technology as a way to develop a model program that
can further support their marketing and sales? Small or emerging companies
may bite on something like this though as mentioned above, it's a long shot.

    Documents

My agency is interested in applying for grant money to allow us to scan
transcripts, briefs, motions and other documents that have accumulated in
the Appeals Bureau. Any suggestions on where and how I could locate and
apply for grant money for this project? All help gratefully appreciated
