I had this same issue in 2006 when the president signed the new
trademark dilution bill days before my book was scheduled to be sent to
printing. At that time, I learned all about how newly signed acts were
codified.
Newly signed acts are codified by the Office of the Federal Register;
they are the ones that assign the U.S. Code citation. OFR has an
automatic list you can sign up with, as well as a telephone number you
can call for a recorded message. It usually takes about a week or so for
the Executive Office of the President to transmit the signed act to the OFR.
PENS (Public Law Electronic Notification Service) uses the PUBLAWS-L
e-mail list to deliver new Public Law numbers and other information
about laws. The phone number is 202-741-6043. The OFR's new legislation
website is http://www.archives.gov/federal-register/laws/updates.html
Thanks to Judy Russell and other members of law-lib, I was able to get
the information I needed for my book. I had to wait several days, but
the citation was available about 10 minutes before the copy editor was
going to send the text to the printer. To make a long story short, my
book was printed with the codified citation to the newly signed act.
