I have a mystery on my hands. I am trying to locate some Mississippi
rules regarding the Minimum Standards for Utilization Review Agents
issued by the MS Dept. of Health.
I have a copy from their website. They are found in Title 15, Part III,
Subpart 01, Chapter 82, secs.100.01 et seq.
I also have a citation (and the rules) from NILS (National Insurance Law
Service) which is somewhat different -- Title 41, Chapter 82, secs.
100.01 et seq. However, NILS does have to make up their own citations
on occasion for a couple of states so that is not really the problem
here.
The problem is...I have been unable to locate the text of the rules on
Westlaw, Lexis or LoisLaw by searching the citations or text phrases.
We have contacted the Health Department and they tell us the rules are
in force, supposedly since July 1, 2000. We are calling the department
again to see if we can get additional confirmation.
Can someone out there in Mississippi shed some light on this? Do rules
sometimes not get published in official compilations? Are they in the
print version? Were these rules possibly withdrawn at some point? We can
certainly direct the patron to the Department's website but really would
like to know why the rules don't seem to be published on the usual
online services.
I hope that I am just missing something very simple but I think I have
tried everything I know at this point.
