I don't know about the headnotes, but I do know that they've outsourced their A/P dept. to India, and it's been a disaster. At least from where I sit.

In 2004 there was a lot of discussion on law-lib about Thomson West
outsourcing a portion of their headnote/digest writing to another
    country - India, I believe.

Does anyone know what happened with that experiment. Did it take hold,
    or get dropped, and when?

I am curious about whether the practice was successful and fully
    implemented.

    Thank you,

    Brian

As nightfall does not come all at once, neither does oppression. In both
instances, there is a twilight when everything remains seemingly
unchanged. And it is in such twilight that we all must be aware of
change in the air however slight, lest we become unwitting victims of
    the darkness.
