    A good source of practical information is law office management books
    and periodicals as paralegals are frequently asked to manage a law
    firm's library. Legal Assistant Today by James Pub.
    http://www.legalassistanttoday.com occasionally has articles on managing
    a law firm library.

    Also, I have one of Neal-Schuman Publishers' books called Running a
    Small Library ($60), part of their series called The How-to-Do-It
    Manuals. http://www.neal-schuman.com

    My favorite reference book is Using the Law Library: Your Guide to Legal
    Resources In (and Outside) the Law Library by HALT, Inc. The book is
    $12 but difficult to find on their website so you may want to order
    through Barnes & Nobles (if the link doesn't go thru, ISBN:
