    We've had a particularly difficult time finding a way to identify the materials this professor needs. The OCGA Georgia code indexes this material just as she needs (which is not true of the WEST version of the GA code). We're hoping specialists in the relevant jurisdictions know of something that will do the trick.

    Hi James,

     

    I am doing some work on changes in county governance through time.
    Specifically I am looking at county government form/management in Southern
    Appalachia going back to approximately 1880. In states like Georgia and
    South Carolina, the state code includes an index of local laws. In this
    index we can search by county for historical changes to, say, composition of
    the county's board of commissioners/supervisors. In North Carolina we have
    found no such index and have to look year by year through the session laws
    to see if those counties of interest have undergone such changes. Finally,
    for Virginia and Tennessee I can find no information on individual county
    governance. I think - but am not yet sure- that this is because county
    governance in these two states is currently mandated at the state level. I
    suspect that this has not always been the case, and do not know how to track
    county governance information through time in these states.

     

    Any guidance on how to better proceed for the states of Tennessee, Virginia
    and North Carolina would be greatly appreciated.
