    Wondering if anyone out there can help me decipher a particular resouce.

     
    A new attorney of ours is looking for a person from the IRS to turn to
    on the subject of a US-Switzerland estate tax treaty, and she says that
    her old firm had a "huge brown book" that was apparently a directory of
    sorts for such IRS expert personnel.
     
    I've struck out so-far, and I wonder if anyone else knows to what she
    might be referring?
