The following website has the Decrees issued by the President of the
Dominican Republic. http://www.presidencia.gov.do/. On the left side
click on 'Decretos" and then chose the date of 'Diciembre' 2007.
According to the following link he is the one that issued the decree.

The article above says the President issued the decree during the week
of December 20, 2007. I do not believe the decree is listed on the
Presidents website, yet.

Subject: [LAW-LIB:54379] Need Dominican Republic decree 690-07
Happy New Year.
This decree was issued in mid-December 2007. I have checked the DR web
site, the Library of Congress holdings of the Gaceta Oficial, Lexis,
Westlaw and Google in general. Does anyone have this decree, which does
away with the need for a visa for certain foreign nationals entering the
DR, or do you know where to find it? I expect it will be in Spanish and
that's fine. Thanks.
