A little over two weeks ago, I posed a question regarding services that
can track legislation through the mark-up process. I want to thank all
that responded and thought I would share with you the results.
This is by no means a scientific study, but the websites that were
mentioned most frequently were

Now for the new question. I had a patron who wanted to know if there
was anything in terms of an SEC release or no-action letter that spoke
about the delivery of 401K related documents to plan participants via
email. I contacted GSI (my vendor for LiveEdgar) and asked them to run
a search and they came up empty. I also tried my own searches with the
most broad phrase I could come up with, namely "email delivery", and I
still came up with nothing in either SEC releases, no action letters or
the entire CCH Securities Law Reporter.
I thought to myself that with the widespread use of email, some company
somewhere must have asked the SEC to rule on a question of email
delivery of 401K docs, but I could not deny the results I was seeing.
So, that leaves me with the following questions that I am asking folks
who have a lot more experience to set me straight on. I'm not asking
anyone to do my work. I just want to check the soundness of my
thinking. The questions are as follows:
1) I had a poorly worded search string. I thought if I used "email
delivery" I would get a whole bunch of things and could further narrow
down my results, but as it turned out, I only got one result.
2) I was using the wrong tools. I searched SEC filings via LiveEdgar,
SEC no action letters and SEC releases via CCH Online and the CCH
Securities Law Reporter, also on CCH Online.
3) I picked the wrong sources. Being new to securities, that is quite
within the realm of possibilities.
4) My initial premise that something like this must have come up in the
past is flawed.
As always, I am grateful for any experiences folks are willing to share
and I will report back to the list once I have compiled the results.
