I found my answers when I was able to do a law review search. There is a 1971 ABAJ article that talks about the first 20 states that were going to administer the MBE in 1972 and Wyoming was included. I also found the announcement in the Bar Association meeting minutes that the MPRE was to be required for Wyoming applicants after July 1, 1981.
