This is by no means a political statement.

Recently, while compiling a legislative history of PL 110-85:
the Federal Food, Drug, and Cosmetic Act to revise and extend the
user-fee programs for prescription drugs and for medical devices, to
enhance the postmarket authorities of the Food and Drug Administration
with respect to the safety of drugs, and for other purposes
I came to understand that very little in the way of mark up was done.
The attached article sums up the situation and perhaps sheds some light
on the similar circumstances for other legislation.
Thomas does a history "light" on this bill (HR 2900 then HR3580). CQ
(cq.com), a fee-based service, lends itself to much greater detail and,
I believe, does allow one to set up email alerts on legislation.
Just my 2 cents worth downwind (again not a political but rather an
atmospheric statement) from the Nation's Capitol in the Nation's
Capital.
