Stephanie:
Committee Prints like S. Prt. 98-169 are not placed in the U.S, Serial Set
(http://www.llsdc.org/sch%2Dv/) and thus have had much more limited
circulation. However, many libraries in the DC area are listed as having
the legislative history to the Deficit Reduction Act of 1984 (see
information about Union List of Legislative Histories at
http://www.llsdc.net/sourcebook/about-union-histories.htm) and they are
likely to have the Print as does our Library. Libraries that have the CIS
Microfiche collection may also have the Print
(http://academic.lexisnexis.com/cis/subject-area.aspx?pid=3&type=LP&parentid=1).
S. Prt. 98-169 Part 1 provides an explanation of provisions on deficit
reduction approved by the Senate Finance Committee on March 21, 1984 (Part
2 is the approved text). It is over 1,000 pages, but if there is a
particular matter that your patron is interested in I might be able to copy
and fax or e-mail that short portion to you.
H.R. 2163 was a House bill on boat safety
(http://thomas.loc.gov/cgi-bin/bdquery/z?d098:H.R.2163:) that was used as a
vehicle by the Senate to put all their deficit reduction tax reform
provisions into
(http://thomas.loc.gov/cgi-bin/bdquery/z?d098:HR02163:@@@X). The Senate
scraped that when the House sent them H.R. 4170
(http://thomas.loc.gov/cgi-bin/bdquery/z?d098:H.R.4170:) and passed H.R.
4170 after inserting the text H.R. 2163 as passed by the Senate. H.R. 2163
as passed the Senate was not included in our history although it should be
in the 1984 Congressional Record.

11/06/2007 01:21 Senate Finance Comm. Report (S.
PM PRT. 98-169) regarding Deficit
Reduction Act 1984
Hello everyone,
We have found that this report was considered an amendment to house report
(HR 2163) --which I can't find either. If anyone has S. Prt 98-169 dated
April 2, 1984, , or the house report or knows where it might be found , we
love to see it.
Thanks for any help, Stef
