When I lived in Korea, the only English-language newspapers were the
"Korea Times," and the "Korea Herald." A websearch for the "Korea Daily
News" led me to a site that reads (in Hangul, the Korean language
alphabet) "Seoul Shim-mun," (or, in English, "Seoul News[paper]"). That
site was entirely in Korean, and I suspect that the newspaper you're
looking for is a Korean-language paper.
Coupling my experience with your cite below (I noticed that you include
the transliterated Korean-language title of the piece you need), leads
me to an unfortunate conclusion: I am doubtful that the article you're
looking for is available in English. I'd suggest you hire a qualified
translator to help you with this job.
