HeinOnline is in the process of adding all of the MPEPs. Depending on
which revision of the 5th edition you need, it might be on there.

A search of OCLC / FirstSearch, the standard ILL tool, will show this
title and edition at numerous Midwest locations and the serial record
for this title at numerous downtown Chicago law firms, including the one
in which I believe you are affiliated. Additionally, keep in mind that
this is a government document, so you can probably find this at any
depository library, such as Chicago Public Library gov docs where it is
probably not catalogued.
