The Center for Research Libraries (http://www.crl.edu/content.asp?l1=1) is
listed as having "bills and resolutions" in microfilm of the U.S. Congress
from the 51st and 52nd Congresses (1889-1893) in their catalog.
Other Libraries I know of that have very old congressional legislation
include the Law Library of Congress and the Hollis Library at Harvard
University. Also of note, the Library of Congress has digitized most
congressional bills and resolutions before 1873
(http://memory.loc.gov/ammem/amlaw/lwhbsb.html).

Greetings:
I am seeking the original bills for two pieces of legislation from the 51st
and 52nd Congresses from 1890 and 1892, respectively. The gov docs
libraries here in Chicago do not seem to have coverage for the original
legislation for these Congresses. If your library has this coverage for
these Congresses, please contact me and I can provide further details on
the specific bills. I would greatly appreciate any help from anyone on
this.
