I called the Wirtz Labor Library. A librarian clicked on the "dead
link," from http://www.dol.gov/oasam/library/law/lawtips/dlms.htm
<http://www.dol.gov/oasam/library/law/lawtips/dlms.htm> , and discovered
it's classified information for DOL employees only because she can read
it while the public can't. She could see Microsoft word documents for
each chapter and read the purpose and scope to me for a particular
chapter. Since this information is on the DOL intranet, she suggested
that I contact the assistant secretary for "approval of issuance and
distribution" if I wanted a copy of a certain chapter. After a phone
call, I was told to send a FOIA request to the office of the inspector
general. Everyone was extraordinarily pleasant and helpful.
